Check out the JSR-82 Basics (http://www.jsr82.com/jsr-82-basics/) tutorials.

Get a JSR-82 Stack or download a simulator, and develop the JSR-82 application using it. Test it. If you want develop a mobile application, then develop it like a MIDP Midlet.

Transfer the Midlet over to your phone and use it.
